Character refers to the moral quality of a person. It is what makes someone good or bad news. The Bible says, "A good man brings good things out of the storehouse of his heart, but a bad man brings evil things out of it" (Luke 11:10). Good people are good leaders because they exhibit good character. Bad people have bad characters so they cannot be trusted with power.
Presence means being here now. It's about being available when you are needed and knowing how to lead others by example. A leader must be present in order to inspire trust and obeyance from her followers. The more a person feels that she can count on you to be there for him/her, the more likely he/she is to follow your instructions.
Intellect means having knowledge and understanding. You need to know what you are doing if you are going to lead others successfully. Also, you should understand why you are doing something.
