These are the Pokemon that cannot be obtained in Emerald:

Pokemon #1: Swirlix (Ground/Flying) - This Pokemon was introduced in Generation II. It is only available through trading in Ruby, and can't be caught in Emerald because there are no other Ground types around.

Pokemon #2: Banette (Ghost/Psychic) - This Pokemon was introduced in Generation I. It is only available through trading in Sapphire, and can't be caught in Emerald because there are no other Ghost types around.

So, yes, Emerald has all the Pokemon except for those mentioned above. If you want to catch them, you will have to trade with another Game Boy Advance system over Bluetooth. Good luck!
