To block someone, go to your Facebook page and click the arrow in the upper-right corner. Click on "Settings & Privacy" > "Settings." In the left-hand column, look for and choose "blocking." You can block people by email, phone number, or username. Blocking a person through the website is not available for all types of accounts.
You can always unblock someone if you want to give them access to some of your information or talk with them again. To do this, go to your Facebook page and click the arrow in the upper-right corner. Click on "Settings & Privacy" > "Blocked Users." Select the person who you would like to unblock from the list and click "Unblock."
If you block someone without knowing them, they won't be able to contact you directly via Facebook. However, they could still reach you through friends. If you don't want that to happen, you'll have to unblock both you and them. Unblocking only one person will not remove the block status.
Facebook blocks users from countries where many social problems exist (violence, sexual harassment, etc.). Therefore, assuming you are not from one of these countries, you should be able to block anyone on Facebook.
